Remand centre and foster families: approaches to juvenile justice in Uganda

Juvenile Justice

In Uganda, petty crime and vagrancy are all too frequent among the large number of homeless street children and orphans. Young people who commit even minor crimes have traditionally often been treated in the same way as older criminals and may be imprisoned in dismal conditions for long periods. Not surprisingly, the chances of them reoffending later are quite high. These photographs show two alternative approaches used to improve this situation.

In the town of Masaka, Save the Children supported an innovative and progressive alternative: here, youngsters caught commiting minor crimes are placed with foster families, mostly in rural areas around the town. They are expected to involve themselves fully in the life and work of their new families.
