Remand centre and foster families: approaches to juvenile justice in Uganda

Juvenile Justice

In Uganda, petty crime and vagrancy are all too frequent among the large number of homeless street children and orphans. Young people who commit even minor crimes have traditionally often been treated in the same way as older criminals and may be imprisoned in dismal conditions for long periods. Not surprisingly, the chances of them reoffending later are quite high. These photographs show two alternative approaches used to improve this situation.

In Kampala, many young offenders are detained separately in the Naguru juvenile remand home. Conditions are difficult and overcrowded, and the inmates have little to occupy their minds. A small number of girl offenders are also held here, and an ophanage next door provides a home to any children of the inmates themselves. The poorly-funded institution has since received financial support from the Austrian development organisation HORIZONT3000.
